About JAAFSC
JICA Alumni Associations of SAARC Countries have formed a common platform of the region entitled as JAAFSC (JICA Alumni Associations Forum of SAARC Countries). JAAFSC was established to foster mutual understanding, cooperation and friendship between the members of JICA Alumni Associations of SAARC countries and Japan. Also, it was established as a common platform to participate in different development activities and share the experience for better regional integration.
JICA Alumni Association of Bangladesh did the commendable job to initiate to establish JAAFSC. JICA Bangladesh Office and the Embassy of Japan in Bangladesh had extended their great support for the success of the formation of JAAFSC.
JAAFSC was established in 2008 and the first meeting was held in Dhaka from 17 to 19 July 2008. An Adhoc Committee was formed and Nepal was elected as the President and Bangladesh as the General Secretary of this Forum. A Memorandum of Understanding (MOU) had been signed on the 19th of July among the delegates, who participated the meeting. The second meeting was conducted in Kathmandu on March 16, 2009. The Kathmandu meeting has approved its Charter and continued the Adhoc Committee of JAAFSC for one tenure that was for two years. However, for few years this forum was not active as desired and revival of the forum was necessary. According to the Charter, the JAAFSC Office Secretariat was in Dhaka. In 2017 JICA Alumni Associations of Bangladesh (JAAB) and JICA Alumni Associations of Nepal (JAAN) jointly took initiative for its revival and all Alumni extended their cooperation to conduct the SAARC Regional Meeting in Dhaka, Bangladesh. The Executive Committee Meeting of JAAFSC held on 27-28 in Dhaka decided to revive JAAFSC and took various decisions, mainly shifting its Secretariate in Kathmandu, Nepal; amended its Charter. The meeting elected new Executive for coming two years under the presidentship of Dr. Md. Mozammel Haque Khan, president of JAAB. Dr. Ram Chandra Bhusal, president of JAAN was elected as Secretary General. The Dhaka meeting was attended by all seven JAAFSC members.
The secretariat office of JAAFSC was formally inaugurated by Mr. Jun Sakuma, Cheif Representative of JICA Nepal Office at JAAN CDC Building in Balkhu, Kathmandu on March 8, 2018 in a special ceremony.
Principle Adopted by JAAFSC
Cooperation within the framework of the FORUM shall be based on respect for the principles to foster mutual understanding and friendship between the members of JICA Alumni Associations in the SAARC region and Japan.
Legal Framework and Management Structure
JICA ALUMNI ASSOCIATIONS' FORUM OF SAARC COUNTRIES (JAAFSC) is a non-profit, non-political forum. It has established under the 'Charter of the JICA Alumni Associations' Forum of SAARC Countries'. The organizational structure of the FORUM includes an executive committee and a secretariat.
